This is a story to keep in mind the next time your cell phone bags out and a payphone is your last resort at communicating with the rest of the world. Fortunately there is a silver lining from this story: "Since Congress deregulated the pay phone industry, 20 years ago, it has become the Wild West of telecommunications. You never know what you might pay for a call. With little fanfare, a state regulation took effect last week that could cut the costs of some pay phone calls, the Public Utility Commission of Texas says.
