Best time to catch someone would be around lunchtime or at 5 p.m., when people are waiting in line at the mail window. "Courtesy phone" in Cauthen dorm, University of Virginia - (804) 982-5930. Located in the lobby of one of the first-year dorms. Someone passing through will usually pick it up after a while. Courtesy phone in Cauthen computer lab, University of Virginia - (804) 982-5014. This phone doesn't ring, but has a flashing red light that notes incoming calls. Not a great chance of having someone answer.
