Why Is This Payphone Yelling At Me?

Whilst passing this phone today it sounded, from several feet away, like noise was coming out of it, making me think someone left the phone off the hook and/or somehow tweaked it to blast noise.

As you can see, it turned out someone, presumably someone from the group of people sitting nearby, had left their radio playing in the payphone enclosure. For a hot second it was tempting to think something had gone haywire with this old phone, or that someone hacked at it to turn it into a broadcast platform. This rig didn’t even have dial tone.
