On the day of the east coast earthquake cell phones did not work and public phones were hard to find. This woman may not have realized it at the time but right after the earthquake she had the only working telephone at ground level in Queens Plaza. Other payphones were above ground or below ground. Whilst waiting for the aftershocks of an earthquake the only place most human beings want to be is on the ground..
